What is PAC?
Durham Police Department Uniform Patrol Districts. The City of Durham is divided into five Uniform Patrol Districts. Each district has its own command staff, patrol squads, Crime Area Target Team, property crime investigators, and Community Policing Team.
The Partners Against Crime (PAC) Program is a collaborative effort of police officers, residents, and city and county officials to find sustainable solutions to community crimes, problems and quality of life issues. Each of Durham's five Uniform Patrol Districts has a PAC (identified by the district number). PAC1 is so named for District 1 (see the map of the district). PACs are community-based, volunteer organizations that promote and execute safety strategies to prevent crime at the neighborhood level. Neighborhood Watch, National Night Out, and Project Safe Neighborhoods are the most effective strategies that bring police, the community, and/or government officials together.
Each PAC holds monthly meetings. At the PAC meeting, district police personnel provide updates on crime, specific solutions and crime prevention efforts. Membership and meetings are open to residents, churches, businesses, and neighborhood organizations located within that district. PAC groups have worked to get rid of dilapidated housing and are actively involved with community clean-up and re-build efforts.
PAC1's PURPOSE
Article 1, Section 1 of the Bylaws, adopted September 16, 2006, states that the purpose of the organization shall be to:
... craft a comprehensive community-based, multi-agency crime and drug strategy designed to improve the quality of community life. This strategy will address the root causes of violence by the following:
- Encourage self-esteem, respect, and compassion among residents.
- Build community spirit and identity.
- Develop and encourage healthy decision making skills.
- Provide methods to increase neighborhood empowerment.
- Provide positive alternatives for youth and teens.
- Create resource reservoir to expand employment and business options.
- Beautify and maintain neighborhood environments.
